PCAM v3 separates implementation progress from conformance claims. Passing tests do not silently promote a draft into a standard.

Zero conformance claims
The machine-readable ledger currently marks every Section 37 class unclaimed:

The claims audit rejects prose that outruns this ledger.
Cross-platform boundary
Actual Linux x86-64 execution pins a shared Python and Rust suite digest. Matching Linux ARM64 execution is required before the cross-platform gate can close. Cross-compilation alone is not evidence.
The public CI workflow runs both architectures and publishes ARM64 execution output as a reviewable artifact. The gate remains open until matching evidence is verified, committed, and the controlling gate documents are updated.
